According to the method, a RLC packet to a second device is transmitted on a RLC layer. It is determined whether an ACK feedback for the RLC packet is received from the second device during a predetermined RLC retransmission period. In response to missing the ACK feedback during the RLC retransmission period, the RLC packet is retransmitted to the second device on the RLC layer, regardless whether a NACK feedback for the previously transmitted RLC packet is received from the second device.

A User Equipment (UE) receives network configuration information transmitted by a base station, the network configuration information includes at least a duration of a random access contention resolution timer. The UE determines initial offset time of the random access contention resolution timer, and start to listen to a Physical Downlink Control Channel (PDCCH) at a first time symbol after the initial offset time is reached, the duration of the random access contention resolution timer is a longest time for listening to the PDCCH. In this way, a problem of invalid listening caused by the fact that the UE prematurely starts the random access contention resolution timer due to an RTT that is too long can be avoided, thereby reducing a terminal loss.
