That is, the terminal receives the radio resource control RRC connection release message sent by the network device, where the RRC connection release message includes first information used to indicate a target configuration parameter. In this way, the terminal may enter the inactive state based on the RRC connection release message, and determine a context parameter of the inactive state based on the first information, so that the configuration parameter is properly allocated to the terminal in the inactive state.
