The composition of the invention, which is not a shampoo and does not contain any soap or detergent for cleaning hair, is a unique scalp medicament blend of ingredients. The composition comprises from about 0.5 to about 2.5 weight percent, based upon the weight of the composition, hydrocortisone; from about 2.5 to about 7.5 weight percent elemental sulfur; and from about 90 to about 97 weight percent of an active vehicle comprising a generally neutral hydrocarbon jelly, such as petrolatum or petroleum jelly, and gelled aqueous carboxypolymethylene.
