The method includes generating, by the UE, a database of location data for a plurality of locations; receiving at least one navigation signal at a particular area; determining an identity of a cell in which the UE is currently located at the particular area; and determining the location of the UE at the particular area using the at least one navigation signal, the identity of the current cell, and at least a portion of the data stored in the database.
