Patent number: 10182330Abstract: An emergency notification service is described that is delivered using an evolved multimedia broadcast-multicast service (eMBMS). An emergency notification is sent out to user equipment (UE) in affected areas. In response to receiving the emergency notification, the UE searches the appropriate emergency multicast service acquisition information for multiple potential types of available emergency content that is provided by the eMBMS system in the network and tunes to the eMBMS to receive the emergency content. In selected aspects, the transmitted information, including the notifications and content may be scrambled using the same cell ID for each of the cells transmitting the same content. This improves the quality of the transmitted signals allowing for more reliable receipt and decoding by the receiving UEs.Type: GrantFiled: November 8, 2013Date of Patent: January 15, 2019Assignee: QUALCOMM, IncorporatedInventors: Carlos Marcelo Dias Pazos, Xiaoxia Zhang, Chaitali Gupta, Jun Wang, Nagaraju Naik, Ralph A. Patent number: 10009144Abstract: Methods, systems and devices are provided for receiving, at a receiver device, a data block or file containing a plurality of application symbols, determining the number of application symbols received in the block, generating a metric based on the number of application symbols received in the block, and transmitting the metric to a server. The metric may further be generated based on a number of application symbols that were required to recover the block or file. The server may use the metric received from one or more receiver devices to adjust the transmission settings for additional data transmissions.Type: GrantFiled: August 24, 2012Date of Patent: June 26, 2018Assignee: QUALCOMM IncorporatedInventors: Ralph A. Patent number: 9693337Abstract: A method, an apparatus, and a computer program product for wireless communication are provided. The apparatus receives a request to receive a Multimedia Broadcast Multicast Service (MBMS) service associated with a service area identity (SAI) and a second frequency. The apparatus performs inter-frequency cell reselection from a first cell transmitting at a first frequency to a second cell transmitting at the second frequency, the second cell being an inter-frequency neighbor cell to the first cell. The apparatus receives system information from the second cell. The apparatus determines that the second cell transmitting at the second frequency is unassociated with the SAI based on the received system information. The apparatus blacklists the SAI on the second frequency in a blacklist for at least a period of time upon determining that the second cell is unassociated with the SAI.Type: GrantFiled: September 2, 2014Date of Patent: June 27, 2017Assignee: QUALCOMM IncorporatedInventors: Sivaramakrishna Veerepalli, Jack Shyh-Hurng Shauh, Kuo-Chun Lee, Vaibhav Singhal, Utpal Barman, Daniel Amerga, Muralidharan Murugan, Jun Wang, Ralph Gholmieh

Patent number: 9544802Abstract: A system and methods for determining whether to participate in reception reporting procedures for an eMBMS service. Multiple applications on a receiver device can consume the same file download or streaming eMBMS service, and can have conflicting opt in/opt out settings for reporting in middleware. Algorithms are provided that take into account the different opt statuses of applications, and allow middleware components to determine whether to log reception metrics for a service and/or whether a reception report should be uploaded after a service session of the service.Type: GrantFiled: March 13, 2013Date of Patent: January 10, 2017Assignee: QUALCOMM IncorporatedInventors: Chaitali Gupta, Ralph A. Patent number: 9386062Abstract: The systems, methods, and devices of the various embodiments enable elastic response times to file requests by a server. In this manner, the server may account for unpredictable delay in object/segment availability and reduce the frequency that error messages (e.g., 404 error messages) are returned in response to file requests when file unavailability is temporary and due to network delays.Type: GrantFiled: March 14, 2013Date of Patent: July 5, 2016Assignee: QUALCOMM IncorporatedInventors: Ralph A. Patent number: 9331800Abstract: Methods and systems simplify discovery and handoff for multi-frequency broadcast receiver devices, such as mobile TV devices, by providing a virtual home channel that is not dependent on a single frequency network upper layer. The methods and systems may be used in conjunction with a single frequency network upper layer to support areas without upper layer available, or to off load some portion of the common data bandwidth in the single frequency network. For example, the single frequency network may only carry frequency data for the multiple frequency network or only the frequency data for networks with comprehensive market metadata.Type: GrantFiled: October 8, 2010Date of Patent: May 3, 2016Assignee: QUALCOMM IncorporatedInventors: Gordon Kent Walker, Binita Gupta, Ralph A. Patent number: 8914471Abstract: Methods, systems and devices provide mechanisms and systems for efficiently delivering files over a broadcast system to mobile devices. Files for broadcast may be logically identified as belonging to a directory in a file system. A Broadcast Schedule Message may inform receiver devices of files that will be broadcast at a specified time, as well as describe the files. File may be transmitted in file delivery pipes, which may be of different bandwidth and data rates. Receiver devices configured according to the embodiments may make use of the broadcast schedule message to select files to be received based on the service or application with which the file is associated, and whether the file is new or an update to a previously received file. Receiver devices activate receiver circuitry to capture the files within their advertised broadcast window, and pass the received files to applications or services requesting the files.Type: GrantFiled: January 11, 2011Date of Patent: December 16, 2014Assignee: QUALCOMM IncorporatedInventors: Carlos M.
