    Abstract: A method and apparatus in a system for exchanging routing information with a peer router in another system, in which the apparatus and peer router are in data communication. The apparatus has a network interface for receiving and transmitting the routing information and a central processing unit in operative communication with the network interface. The central processing unit operates to determine a resource utilization level of the apparatus and establish a peering relationship with the peer router based on the resource utilization level.
