The tanks are each divided into two compartments by flexible membranes secured to the inner walls of the tanks. One compartment has an open passage to the surrounding seawater while the second compartment is fluid-tight and expands as a fluid, petroleum, is pumped into it. The tanks are elevated at one end to enable fluid to be stored and discharged more easily.
