    Abstract: A telecommunications system and method is disclosed for adaptively configuring the cell structure of a cell having at least two carrier frequencies between an overlaid/underlaid (OL/UL) sub-cell structure and a normal cell structure based on the position of mobile stations within the cell. A Base Station Controller (BSC) for the cell determines the position of all of the mobile stations involved in a call connection within the cell relative to the cell site. If the number of mobile stations within a predefined distance from the cell site is greater than a channel threshold, the BSC adapts the cell configuration to the OL/UL sub-cell structure. The channel threshold is an operator-defined percentage of available channels (throughout the cell or within either the overlaid or underlaid cell). However, if the BSC determines that the percentage of mobile stations closer than the predefined distance is less than the channel threshold, the BSC maintains the normal cell structure.

    Abstract: A telecommunications system and method is disclosed for allowing a mobile station to determine whether or not to place a wireless call through an internet protocol (IP) based local area network (LAN) based upon broadcasted Quality of Service (QOS) information. The gatekeeper within the IP based LAN has access to the QOS information and periodically sends the QOS to the base station controller (BSC) functionality within the access node (AN) of the IP based LAN. The BSC functionality then transmits the QOS parameter on the System Information message via the base transceiver station (BTS) to the mobile stations served by the BTS. The mobile stations receive this QOS information and use this QOS information to decide upon a transport method to complete outgoing wireless calls.

    Abstract: A telecommunications system and method is disclosed for monitoring the activity within a local area network (LAN), and, if the LAN traffic levels are above a threshold level such that wireless speech quality drops below an acceptable level, a handover of mobile communications can be performed to either a non-LAN based umbrella cell, or to another cell associated with a different LAN. A monitoring application within an Access Node (AN) of the LAN monitors the LAN conditions through the LAN management system (LMS). Based upon the information obtained from LMS, the new monitoring application in the AN can request a handover to be performed from the LAN based network to either the non-LAN umbrella cell or to another cell associated with another LAN system. Thus, the speech quality of mobile communications can be maintained in periods of high LAN traffic, and the load on the LAN can be maintained without adding further congestion due to mobile communications.

To implement this dual-network service, a toggle feature can be provided to allow a business indoor mobile subscriber to choose between different subscriber profiles. Thus, if a mobile subscriber currently has the business indoor profile active and wishes to access the PLMN while roaming outside the business indoor cell(s), the mobile subscriber can initiate this toggle feature, and upon acknowledgment and authentication by the PLMN, the mobile subscriber can have access to the PLMN.

    Abstract: A telecommunications system and method is disclosed for providing adaptive thresholds for cell load sharing (CLS) based upon the current traffic situations. This can be accomplished by a Base Station Controller (BSC) monitoring the traffic load in a cell during a predetermined time period. If the traffic load is high for the entire time period, the CLS thresholds can be changed to maximize efficient channel resource utilization. In one embodiment, a look-up table can be used to set the thresholds for each cell based upon the traffic level, e.g., the percentage of idle channels, during the time period. Alternatively, the BSC can monitor only the traffic load in a cell with an usually high amount of traffic for the same time period. Thereafter, the BSC can change the thresholds in the high traffic cell and neighboring cells to maximize channel efficiency within the network.

    Abstract: A telecommunications system and method is disclosed for collecting mobility information regarding mobile subscribers and providing this mobility information to telemarketing companies to generate extra revenue for cellular network operators. A telemarketing application can define a target area, which includes a cell or a number of cells that are of interest for the telemarketing application, and include this defined target area in a mobility request to an Operation and Support System (OSS) within the cellular network. The OSS instructs Mobile Switching Centers (MSCs) within the target area to log the movement of each MS located in the target area and store this mobility information in a Home Location Register (HLR) or Visitor Location Register (VLR). Once all the mobility information has been collected by the MSC's, the mobility information is passed onto the OSS, which can utilize filter parameters specified by the telemarketing application in order to generate tailored mobility information.

    Abstract: A system and method of providing preferential access to a cellular telecommunications network to a localized service area (LSA) subscriber who subscribes to a LSA and is operating a mobile station (MS) within the LSA. The cells which are included in the LSA are defined in a base station controller (BSC). The LSA subscriber's subscription information in the home location register (HLR) identifies any LSAs to which the subscriber subscribes. A Preferential Priority Indicator (PPI) property may also be set for the MS in the HLR. The PPI property indicates that the MS is to be granted preferential access whenever the PPI property is set. A Preferential Priority Network Indicator (PPN) property is also set in the BSC that indicates that the BSC supports use of the PPI property whenever the PPN property is set. When the MS originates a call, the BSC derives a second LSA-ID from the Cell-ID for the cell where the call originated.

    Abstract: A telecommunications system and method is disclosed for providing adaptive reservation of radio resources within a Localized Service Area (LSA) in order to achieve more efficient channel utilization of radio resources within the LSA. During a predefined time period, a base station controller (BSC) within the LSA scans for the percentage of radio resources used by public mobile subscriber and LSA mobile subscribers. The BSC compares the scanned percentage of radio resources with a radio resource usage profile stored in the BSC. If the scanned radio resource usage differs from the radio resource usage profile, the BSC sets new radio resource reservations for LSA and public mobile subscribers and updates the radio resource usage profile with the new radio resource reservations. The process is repeated to ensure maximum efficient radio resource usage within the LSA.

    Abstract: A telecommunications system and method for enabling a subscriber to determine the current time period, e.g., peak or off-peak, for that subscriber based upon the broadcasted system date and time prior to answering or placing a call on a mobile terminal. The Mobile Station (MS), or a Subscriber Identity Module (SIM) card within the MS, can be programmed with the relevant time periods for that subscriber, e.g., dates and hours for peak and off-peak time periods. In preferred embodiments of the present invention, a time period application within the SIM card receives the system information from the air interface and compares it with the stored time period information associated with the subscriber to determine the current time period. The SIM card can then instruct the MS to display the current time period, along with the amount of air time usage associated with that time period.
