The system receives event messages from the event generation devices and determines what information should be included in an event notification message that the system transmits to one or more recipient devices. Each event notification message includes coded event message information and a coded unique message identity. A response message receive by the system from a recipient device includes the coded event message information which is used by the system to validate the response.

Each of the client functions operate to notify the standby server in the event that the primary server ceases to be operational. The standby server determining whether the primary server is operational based upon notification received from both of the first and second client functions.
