Enabling efficient spectrum evacuation guarantees limited impact to system performance while ensuring that the other user gets the spectrum back when needed. The method includes selecting a first subset of UEs for transitioning from a first bandwidth to a second bandwidth. During a first time period, the method includes, for each UE in the first subset, instructing the UE to transition using dedicated signaling. Later, during a second time period, the method includes instructing a second subset of UEs to transition using broadcast signaling. Apparatus and computer readable media are also disclosed.
