Publication number: 20020155949Abstract: A gel composition containing oxidizing agents and thickening or gelling agents is used to detoxify chemical and biological agents by application directly to a contaminated area. The gelling agent is a colloidal material, such as silica, alumina, or alumino-silicate clays, which forms a viscous gel that does not flow when applied to tilted or contoured surfaces. Aqueous or organic solutions of oxidizing agents can be readily gelled with less than about 30% colloidal material. Gel preparation is simple and suitable for field implementation, as the gels can be prepared at the site of decontamination and applied quickly and uniformly over an area by a sprayer. After decontamination, the residue can be washed away or vacuumed up for disposal.Type: ApplicationFiled: September 9, 1999Publication date: October 24, 2002Inventors: DENNIS M. HOFFMAN, RAYMOND R. MCGUIRE

Patent number: 6200456Abstract: A method and apparatus are disclosed for a large scale, electrochemical production of anhydrous nitric acid and N2O5. The method includes oxidizing a solution of N2O4/aqueous-HNO3 at the anode, while reducing aqueous HNO3 at the cathode, in a flow electrolyzer constructed of special materials. N2O4 is produced at the cathode and may be separated and recycled as a feedstock for use in the anolyte. The process is controlled by regulating the electrolysis current until the desired products are obtained. The chemical compositions of the anolyte and catholyte are monitored by measurement of the solution density and the concentrations of N2O4.Type: GrantFiled: April 13, 1987Date of Patent: March 13, 2001Assignee: The United States of America as represented by the Department of EnergyInventors: Jackson E. Harrar, Roland Quong, Lester P. Rigdon, Raymond R. McGuire

Patent number: 4891124Abstract: A reference electrode for the measurement of the oxidation-reduction potentials of solutions is especially suitable for oxidizing solutions such as highly concentrated and fuming nitric acids, the solutions of nitrogen oxides, N.sub.2 O.sub.4 and N.sub.2 O.sub.5, in nitric acids. The reference electrode is fabricated of entirely inert materials, has a half cell of Pt/Ce(IV)/Ce(III)/70 wt. % HNO.sub.3, and includes a double-junction design with an intermediate solution of 70 wt. % HNO.sub.3. The liquid junctions are made from Corning No. 7930 glass for low resistance and negligible solution leakage.Type: GrantFiled: May 23, 1989Date of Patent: January 2, 1990Assignee: The United States of America as represented by The United States Department of EnergyInventors: Lester P. Rigdon, Jackson E. Harrar, Jack C. Bullock, Sr., Raymond R. McGuire

Patent number: 4525252Abstract: A method and apparatus for electrochemically synthesizing N.sub.2 O.sub.5 includes oxidizing a solution of N.sub.2 O.sub.4 /HNO.sub.3 at an anode, while maintaining a controlled potential between the N.sub.2 O.sub.4 /HNO.sub.3 solution and the anode. A potential of about 1.35 to 2.0 V vs. SCE is preferred, while a potential of about 1.80 V vs. SCE is most preferred. Thereafter, the N.sub.2 O.sub.5 is reacted with either 1.5-diacetyl-3,7-dinitro-1,3,5,7-tetraazacyclooctane (DADN) or 1,3,5,7-tetraacetyl-1,3,5,7-tetraazacyclooctane (TAT) to form cyclotetramethylenetetraamine (HMX).Type: GrantFiled: October 28, 1983Date of Patent: June 25, 1985Assignee: The United States of America as represented by the United States Department of EnergyInventors: Raymond R. McGuire, Clifford L. Coon, Jackson E. Harrar, Richard K. Pearson

Patent number: 4443308Abstract: A method and apparatus for electrochemically synthesizing anhydrous HNO.sub.3 from an aqueous solution of HNO.sub.3 includes oxidizing a solution of N.sub.2 O.sub.4 /aqueous HNO.sub.3 at an anode, while maintaining a controlled potential between the N.sub.2 O.sub.4 /aqueous HNO.sub.3 solution and the anode. A potential of about 1.80V vs. SCE is preferred. Anhydrous or aqueous HNO.sub.3 may be disposed at the cathode within the electrochemical cell. Aqueous HNO.sub.3 having a water content of up to about 12% by weight is utilized to synthesize anhydrous HNO.sub.3.Type: GrantFiled: July 20, 1982Date of Patent: April 17, 1984Assignee: The United States of America as represented by United States Department of EnergyInventors: Clifford L. Coon, Jackson E. Harrar, Richard K. Pearson, Raymond R. McGuire
