The water soluble films or coatings may include a water soluble polymer and a reactive precursor, such as an alkanolamine or an alkyl alkanolamine. The reactive precursor is water soluble and reactive with oxidizing compounds. Water soluble films or coatings herein may also include a water soluble polymer and an additive mixture including an alkanolamine or an alkyl alkanolamine. The films or coatings, upon exposure to an oxidizing chemical for 8 weeks at 40° C. and ambient humidity, may dissolve fully or achieve 90% dissolution at times of less than 10 minutes.
