The creating condition storing section stores a creating condition which is a condition for creating the classifying rule. The creating section creates, when the deciding section decides that the piece of information does not satisfy the stored classifying rule, a new classifying rule based on the creating condition stored in the creating condition storing section. The storage control section controls the rule storing section to store the new classifying rule created by the creating section.
