    Abstract: A tensioning device is provided for selecting and imparting torsional bias to a shaft and simultaneously providing a shock absorbing mechanism. The device includes a resilient elastomeric biasing member in the form of a web extending radially between the shaft and an actuator member. The first end of the biasing member is connected to the shaft for conjoint rotation therewith and the second end of the biasing member is connected to the actuator member. A locking mechanism selectively connects the actuator member to a fixed frame after a torsional biasing force is imparted to the shaft.
