By varying the dimension of the membrane, the output voltage of the dynamic fuel cell can be altered. An intelligent controller is provided that can measure a number of outputs and input parameters of the dynamic fuel cell and approximate input parameters using the measured values to adjust the input of the dynamic fuel cell to the approximated values.
