The invention reflects how easily tissue absorbs moisture, because of it's material, and how it dries up as well. The ambient air in a bath can be as low as 20%, making tissue 20% moisture content. This invention uses only static water under the tissue in an enclosure to raise the humidity level to 80%+. Scents are added to water and get infused in the tissue. This makes the tissue soft, strong, scented, and better. The tissue is less crumbly and can have better grip. A person with certain medical conditions such as sinus problems, colds, hemorrhoids etc. can have consistent softness in their tissue of choice.
