    Abstract: Embodiments of a User Equipment (UE) arranged for transmitting packets in a cellular network are disclosed herein. The UE can generate a first packet having a first packet classification information and a second packet having a second packet classification information. The first packet classification information can be associated with a different quality of service (QoS) requirement than the second packet classification information. The UE, using a packet filter, can determine, based on the first packet classification information, a first traffic flow from a plurality of traffic flows in a traffic flow template (TFT) for transmitting the first packet. Additionally, the UE can determine, based on the second packet classification information, a second traffic flow from the plurality of traffic flows for transmitting the second packet. Subsequently, the UE send the first packet to the first traffic flow and the second packet to the second traffic flow.

A service request procedure can be initiated at the UE. The service request procedure can trigger the UE to perform an RRC connection establishment procedure with an evolved node B (eNB) to switch the UE from the RRC idle mode to an RRC connected mode. The UE can receive an uplink (UL) grant from the eNB for communicating the D2D data from the UE. The UE can send the D2D data using the UL grant provided by the eNB.

    Abstract: Technology for using an open mobile alliance (OMA) management object (MO) for congestion control in mobile networks is described. A novel type of OMA MO for application specific access control (ASAC) can include internet protocol (IP) flow descriptions that can be used to characterize applications with fine granularity. Priorities can be assigned to IP flows based on the IP flow descriptions. A user equipment (UE) can receive such an OMA MO and also receive application-barring information regarding a congestion level in a mobile network with which an application at the UE wishes to connect. The UE can have a connectivity manager (CM) that determines whether to allow the application to establish a connection with the mobile network based on the priority level of the application's associated IP flow and the application-barring information.

    Abstract: Devices and methods of enhanced coverage (EC) paging are generally described. An evolved Node-B (eNB) may transmit multiple EC paging messages to user equipment (UE) over at least one paging cycle. Each EC paging message may contain the same paging information. The UE may combine the individual EC paging messages to achieve a predetermined link budget and subsequently may decode the EC combined paging message to determine whether the combined paging message is directed to the UE. The EC paging messages may contain information for more than one UE and a legacy P-RNTI or a specific P-RNTI for EC mode UEs. The EC paging messages may be transmitted in legacy occasions over several paging cycles or non-legacy paging occasions over one or more paging cycles. The EC paging messages may be transmitted in continuous or non-continuous subframes in a particular paging cycle.

The RRC connection release message may include an indicator of whether the UE is to store context information for the RRC connection.
