    Abstract: There is presented a method for formulating yes/no answers and the Likert value scale of five responses, viz., strongly disagrees, agree, neutral, disagree, strongly disagree, plus abstain, and object to two percentage figures in juxtaposition to each other. One figure is the Polarization Rating. The other figure is the Consensus Rating. The two figures in juxtaposition to each other form the Polarization-Consensus Rating or the Converted Polarization-Consensus Rating. These new social indicators can represent considerable complex information in a brief format. A leader can use the Polarization-Consensus Rating and Converted Polarization-Consensus Rating in the mathematical analysis of data from large numbers of people without “information overload”. This forms the basis for a “symbolic dialogue” between a “Chief of State”, i.e.
