The water phase includes greater than about 0.5% of the salt form of a neutralized acid, the acid being preferably salicylic acid; and, from about 2% to about 0.001%, by weight of a gum. The oil in water emulsion is stable, that is, it is substantially unaltered in chemical state and physical homogeneity, upon exposure to 14 days at a temperature & humidity of about 50° C. and 60% RH.
