A method of making toner particles includes forming a slurry by mixing together a first emulsion containing a resin, optionally a wax, optionally a colorant, optionally a surfactant, optionally a coagulant, and one or more additional optional additive, heating the slurry to form aggregated particles in the slurry, forming a second emulsion containing a monomer and a charge control agent, polymerizing the second emulsion to form a copolymer of the monomer and the charge control agent, and incorporating the copolymer into the toner particles, wherein the aggregated particles form a core of the toner particles.
