The system and method include a plurality of modular components which can be used in multiple combinations, even while the components are mounted on a vehicle or when they are selectively and individually removed from the vehicle and used near the area being cleaned. An automatic pump-out system and method are provided for automatically pumping out wastewater and a heating system and method are provided for maintaining the heat of the water being applied to the area being cleaned at a predetermined temperature, even when the operator is not applying the water to the surface.
