Abstract: Disclosed is an improved flexible flood barrier system for creating a watertight barrier. The system includes a novel hinged clamping bar assembly configured to engage a hem of the fabric flood barrier. The fabric flood barrier is comprised of a waterproof layer reinforced with high strength webbing straps. The webbing straps are weaved together through slots in one of the layers without the need for stitching upon any of the waterproof layers. When deployed the improved fabric flood barrier system prevents storm surges from breaching the flexible flood barrier system at the attachment points.
