    Abstract: A communication system that allows a soft handoff to be completed, even when the communications link between the active base station and the mobile station deteriorates before the mobile station has received the handoff direction message. The mobile station maintains a list of base stations that the mobile station is in communication with, referred to as an “Active Set”. In addition, the mobile station maintains another list of base stations that are proximate to the base stations in the active set. This list is referred to as the “Neighbor Set”. In accordance with the disclosed method and apparatus, the mobile station places a base station in the active set upon including the base station in a pilot strength measurement message (PSMM). The mobile station monitors transmissions from all of the base stations on the active set to receive a handoff direction message (HDM).

The mobile switching center will authorize the call if the call to be set up is directed to a subscriber unit located within the service area of the base station and if the service option to be used is authorized for the particular subscriber unit. The mobile switching center will allow or disallow the call depending on the state of the subscriber unit. The mobile switching center transmits a BS Service Response message to the base station, conveying the result of processing the BS Service Request message.

    Abstract: In one disclosed embodiment, communication between a mobile unit and a base station is performed at a data transfer rate selected from, for example, a finite set of HDR data transfer rates. Meanwhile, the mobile unit continually computes a moving average of the data transfer rates. The mobile unit also ascertains a supportable data rate for receiving data. The supportable data rate can be selected from a finite set of HDR data transfer rates. In order to maintain the moving average of the data transfer rate within a specified range, the mobile unit transmits maximum data rate requests or null data requests to the base station. The maximum data rates requested by the mobile unit are equal to or lower than the supportable data rate.

The communication device further comprises a network time server which is synchronized with the universal time source. The CPU is configured to synchronize time with the network time server and provide the synchronized time to a network interface. The network interface is configured to communicate the synchronized time to a user computer.
