A flexible outer tube is engaged over an inner tube, where both tubes have a circular cross-sectional configuration. The telescoping tubes are captured within a clamping assembly that is securely and mechanically engaged within a support cavity formed in the base. The base with the support cavity enables enhanced attachment to the road surface, as well as improved drainage through the traffic control marker.
