    Abstract: A below ground enclosure for retaining cable and cable components, wherein the below ground enclosure is pressurizable and the components may be mounted on a vertically actuated rack to be movable between a retracted position inside the enclosure and an extended position above ground. A cooperating lock and valving system is employed to permit pressurization of the enclosure from an internal pressurized gas source upon sealing and locking of the enclosure, and for venting the enclosure upon initiation of the unlocking procedure.
