    Abstract: The presently disclosed subject matter provides a method of analyzing a plurality of cells of a cellular telecommunication network, the plurality of cells providing telecommunication services to a service area and being set with one or more cell configuration parameters enabling a cell rating for mobile stations in the service area. The method comprises selecting one or more cells among the plurality of cells; changing at least one cell configuration parameter of at least one of the plurality of cells during an intervention period so as to make the selected cells the least rated cells for the mobile stations in the service area; monitoring traffic events communicated using the selected cells during the intervention period; and detecting whether the selected cells can be deactivated without causing substantial radio coverage hole in the service area based on an amount of monitored traffic events.
