A terminal device sends first data to a network device in the nth time unit, where n is an integer greater than or equal to 0. The terminal device send second data to the network device when the terminal device does not receive the response message corresponding to the first data before the (n+k)th time unit, wherein the second data is new data which is different from the first data, where k is a positive integer. According to the data transmission method provided in some embodiments of this application, the terminal device may flexibly determine the transmission mode of the second data based on an actual situation, so as to reduce a transmission delay of uplink data and improve transmission reliability of the uplink data.
