Movement characteristics of a plurality of vehicles in the proximity of the traffic disturbance are sensed. A traffic alleviation strategy is developed based on the category of the traffic disturbance and the movement characteristics. At least one traffic command is sent to a processor of at least one vehicle based on the traffic alleviation strategy.
