The plurality of communication modes include: a line selection mode that selects one of communication lines available to the moving body and transmits the transmission target data by using the selected one communication line; and a redundant transmission mode that transmits same packets of the transmission target data in parallel by concurrently using multiple communication lines available to the moving body. In the mode selection process, whether reliable communication is necessary is determined based on an environment in which the moving body is placed. The redundant transmission mode is selected when the reliable communication is necessary, while the line selection mode is selected when the reliable communication is not necessary.
