The sample extracting unit extracts samples from a population. The trail information memory stores information about trails. The trail acquisition instructing unit provides an instruction to acquire a trail for a sample extracted by the sample extracting unit. The trail accepting unit accepts trails. The trail determining unit determines, every time the trail accepting unit accepts a trail, whether the accepted trail is valid or invalid in accordance with the information stored in the trail information memory. If the trail determining unit determines that the accepted trail is invalid, the trail acquisition instructing unit provides again an instruction to acquire a trail.
