In an embodiment an information sending apparatus includes a processor configured to determine, based on a physical broadcast channel (PBCH) period or a synchronization signal block burst set (SS block burst set) period, a period in which remaining minimum system information (RMSI) is to be sent and a sender configured to send the RMSI to a terminal device by using X as the period, wherein X is a multiple of the PBCH period, or X and the PBCH period are in a one-to-one correspondence or a one-to-many relationship, and wherein a network device is configured to send at least one piece of RMSI by using at least one beam or antenna port.

The method includes: if a first network device does not receive, in a first time length after the first network device determines that a terminal is in a network out-of-synchronization state, a measurement message reported by a second network device in a signal coverage area of the first network device, instructing at least one second network device in the signal coverage area of the first network device to send paging signaling to the terminal; and setting a network status of the terminal to a detached state if the first network device determines that in a second time length, no second network device in the signal coverage area of the first network device receives a paging response sent by the terminal, and that the terminal is still in the network out-of-synchronization state.

In those embodiment, a solution is provided and the solution includes: obtaining a received signal of a receiving antenna; calculating an auto-correlation value of the received signal and determining a time corresponding to the auto-correlation value that is of the received signal and that meets a first preset condition, as an initial estimation time; obtaining a carrier frequency offset estimation value according to the initial estimation time, the received signal, and a frequency offset estimation algorithm, and performing frequency offset compensation on the received signal by using the carrier frequency offset estimation value; calculating a cross-correlation value and an auto-correlation value of the received signal on which the frequency offset compensation has been performed. The embodiments of the present invention are used for frame synchronization.
