    Abstract: The invention relates to the design of power sequences for use in a group of sub-areas of a wireless communication system. Each power sequence defines for one of the sub-areas transmission power values for transmissions using a respective one of a plurality of medium access units. For each of the sub-areas of the group, reception quality values are determined for transmissions between an access station serving the sub-area and mobile stations located at an edge of the sub-area. The method includes the step of obtaining, at the base station of the cell, loading conditions of at least one cell among the subject cell and its neighboring cells. The method also includes the step of adapting, at the base station of the cell, at least one parameter of communication resource control of the base station on the basis of the loading conditions obtained. Each access station serves a sub-area. Each connection uses a radio resource. A respective power set is associated to each sub-area. In the network, an indication of radio measurements {right arrow over (PLk)} performed by a mobile station 10 on signals received from a plurality of sub-areas is received. Further, for a plurality of radio resources, a respective value indicating a signal quality is predicted, which can be expected to occur in a connection between the mobile station 10 and an access station 30 when using a particular radio resource. The prediction is based on power sets associated to the plurality of sub-areas and on the radio measurements performed by the mobile station 10.

In one aspect, the disclosure teaches an efficient delivery decision mechanism that takes into account efficiencies that may be achieved by employing one network delivery system over another for any given area. In another aspect, the disclosure teaches how to dynamically select the bearer for IP multicast data delivery in hybrid networks. Also, the disclosure teaches a network delivery selector based on Simulated Annealing and genetic algorithms. The network delivery selector provides an extremely fast mechanism to establish an optimal delivery bearer dynamically. This allows the network delivery selector to combine unicast, multicast and broadcast network bearers in the same hybrid network to exploit their combined best properties and serve as many users as possible.
