This gel is a continuous system comprised of effective amounts of hazardous product, a water soluble or water dispersible surfactant which contains a non ionic surfactant and optionally an anionic or amphoteric surfactant. This gel further consists of a gelling agent having, when it is solid, a particle size less than 100 microns.
