The method includes obtaining mobility state information about the UE and coverage information and load information about carriers managed by the eNB; determining whether or not a mobility state value of the UE is greater than a specific threshold based on the obtained mobility state information; and selecting the PCC based on the load information if, as a result of the determination, the mobility state value is greater than the specific threshold.
