The method includes allocating a Connection IDentifier (CID) used to transmit the emergency service message, determining a Convergence Sublayer (CS) type for processing the emergency service message, generating a Downlink Channel Descriptor (DCD) message which comprises at least one of the allocated CID and information relating to the determined CS type, and transmitting the generated DCD message to a Mobile Station (MS).
