State data defining a state of a mobile communication device is received from the mobile communication device at a server in communication with the mobile communication device. The state data is incorporated into wireless network data transmitted from the mobile communication device. The state data is stored in a resource indicator storing at the server. A request for the state data is received from a second server. At least a subset of the state data is transmitted to the second server, such that the second server can determine whether the mobile communication device is in a state to handle incoming data.
