The encapsulated lipophilic skin moisturizing agent comprises a lipophilic skin moisturizing agent encapsulated within a complex coascervate comprising a polycation and a polyanion. The lipophilic skin moisturizing agent comprises droplets having a particle size distribution such that at least about 10% by weight of the droplets have a diameter of at least about 100 microns. The encapsulated lipophilic skin moisturizing agent is essentially free of cross-linking agent.
