    Abstract: Aqueous anti-microbial and cosmetic compositions are provided that comprise chlorine dioxide, wherein the chlorine dioxide is stabilized by two quaternary ammonium cations (“quats”). These quat-stabilized chlorine dioxide compositions can also comprise a dye, a surfactant or surfactant blend, a thickener, a foam booster and/or a fragrance. The quat-stabilized chlorine dioxide compositions can be used for sanitizing and conditioning the skin of humans and animals.
