A second vehicle includes a communication device configured to send and receive the V2V information, a memory configured to store the V2V information and driving environment information on the second vehicle, and a processor configured to perform objective determination processing. In the objective determination processing, whether the first vehicle is traveling abnormally is objectively determined based on the driving environment information on the second vehicle. The determination result of the objective determination processing is sent to the first vehicle. In the abnormal traveling determination processing, whether the first vehicle is traveling abnormally is determined based on this determination result.

The apparatus controls the first switch circuit so that a back-pressure time for the high-priority packets becomes longer with increasing amount of data transmitted by the high-priority packets, when a low-priority packet outputted from the first switch circuit is determined to be a packet that has been received at a first time that is later than a second time at which another low-priority packet outputted from the second switch circuit has been received.

The present invention can provide a separator for electrochemical devices which has superior separator properties such as low inner resistivity for electrochemical devices, has high lithium shielding properties that cannot be exerted by non-woven fabrics, paper or the like, and can be prepared at a reasonable cost.
