The facility discerns first information about a referral by a referrer for a subject property being processed by a referral system. The discerned information includes a property jurisdiction of the referral in which the subject property is located, a referrer jurisdiction of the referral, and a category of service of the referral. The facility identifies one or more referral rule representations stored in a rule store for the discerned property jurisdiction. The facility applies the identified one or more referral rule representations to the discerned first information to obtain a determination regarding the compliance of the referral with referral rules to which the identified one or more referral rule representations correspond. The facility acts in response to the determination.
