The pawl is movable between a locked position engaging the second housing plate to prohibit rotation of the second housing plate relative to the first housing plate and an unlocked position disengaging the second housing plate to enable rotation of the second housing plate relative to the first housing plate. A locking cam is rotatably supported by the first housing plate and is operable to engage the pawl to urge the pawl into the locked position. In addition, a main cam is provided and is rotatably supported by the first housing plate to selectively rotate the locking cam into engagement with the pawl to urge the pawl into the locked position.
