The work force is responsible for implementing an additional plan corresponding to an additional outage of an additional industrial system. The work rules include fatigue thresholds for workers in the work force. Based on a determination that a probability that one or more fatigue thresholds will be exceeded, a recommendation for a change to the additional plan is generated.
