Abstract: A video MP3 system including an audio/video (AV) decoder which further comprises a video decoder for restoring a moving picture signal in a MP3 player for restoring an audio signal, an apparatus and method for generating reduced video data which are appropriate for use in the video MP3 system, and an apparatus and method for restoring the reduced video data are provided. In the apparatus for generating reduced video data operated by a method for generating reduced video data, a video stream compressed according to rules of a MPEG is divided into a motion vector, a discrete cosine transform (DCT) DC coefficient, a DCT AC coefficient, and reduced video data, which are appropriate for use in the video MP3 system, are generated by using the motion vector, the discrete cosine transform (DCT) DC coefficient, and the DCT AC coefficient.
