According to the invention the torque (Mrs) produced by the actuator (3) of the primary surface drive device (2) of the paper reel is selected to be smaller than the sum (&Sgr;Mi) of the torque values produced by the other actuators driving the paper reel that is being formed.

The turn-up blow is brought from beneath a horizontal plane passing through the central axis of the reeling cylinder (1) into a location on the mantle of the reeling cylinder that is located after the reel spool (2) in the direction of rotation of the reeling cylinder.
