A PDCP control packet data unit (PDU) is generated to communicate a status report for one or more PDCP SDUs transmitted from a transmitting node. The PDCP control PDU includes a data/control (D/C) bit field to indicate the PDCP control PDU is a control PDU, a control PDU type field to indicate a type of corresponding control information, a sequence number field to indicate a first missing PDCP SDU, and a bitmap field for a variable length bitmap. A specific bit in the variable length bitmap indicates whether a corresponding one of the one or more PDCP SDUs has been successfully been received. The PDCP control PDU is transmitted to the transmitting node.

The PHR MAC CE is not transmitted in the first PHR procedure and it is determined that the first PHR is not cancelled. Further, in a second PHR procedure, a second PHR is triggered, and it is determined that at least one PHR, including the first PHR and the second PHR, has been triggered and not cancelled. It is then determined that a second UL resource can accommodate a PHR MAC CE plus its subheader, and the PHR MAC CE is transmitted by using the second UL resource to an eNodeB (eNB).

The presence of the activation bit in the configuration message represents permission for the UE to transmit the IDC indication message. A measurement period is defined through the determined start time and end time of the data burst, and packet throughput is measured considering the total amount of the received data burst. The throughput of packet data may be estimated by each base station based on the same standard rule, so that the measured packet throughput values may be reliable, thus allowing the operator to make use of it as a parameter for MDT.
