    Abstract: This document presents a system and method for bundling environmental credits from a known qualified and verified domestic project with commodity offsets, grading the resulting bundle based upon the likelihood of a holder's avoidance of carbon-emission based regulatory penalties, and valuing the resulting graded bundle for sale. In an embodiment, any given bundle contains an aggregate sum of environmental conservation values sufficient to issue a tradable environmental commodity. The system and method described herein provides for a software-based solution for such grading, valuing, and offering for sale tradable environmental commodities.
