A description and attributes of a good is received and an indicator for the good is determined. Prohibitions and/or restrictions corresponding to the good are presented via the device. A governmental fee for the good is determined. A database with rules to determine a form based at least on the first country, the second country, and the attributes of the good is accessed. The determined form is automatically populated with at least the indicator for the good and the governmental fee, and a label is automatically developed. The indicator and other attributes of the good, the amount of the governmental fee, and identification of the form used are stored in a database for efficient future use.
