More particularly, it discloses an improved spring-loaded boat tethering device which provides reliable and repeatable extension and retraction of mooring lines, secure attachment to a vessel, and positive locking of the mooring line so as to provide fixed positioning of the vessel relative to another object such as a dock, a pier, or another vessel.
