    Abstract: Sunscreen-active mixtures, methods of forming treated mixtures for sunscreen compositions, sunscreen compositions, and methods of forming sunscreen compositions are disclosed herein. The sunscreen-active mixtures include an inorganic, sunscreen-active material, a first water-soluble polymer with a first glass transition temperature of at least 45° C., a second water-soluble polymer that has a second glass transition temperature that is less than the first glass transition temperature, and a surfactant. The sunscreen compositions include sunscreen-active material particles, which include the sunscreen-active mixture, and a cosmetic emulsion. An average particle size of the sunscreen-active material particles is at least 100 nm and at most 15 micrometers. The methods of forming the treated mixture include heating an untreated mixture and grinding the untreated mixture to generate the treated mixture.
