    Abstract: A communication control device includes: an identifier extraction unit which is configured to extract an identifier for identifying an on-board unit from an on-board unit transmission signal obtained by receiving, through a toll collection antenna, radio waves transmitted by the on-board unit; a position measurement unit which is configured to measure the position of an on-board unit which has transmitted radio waves on the basis of a position measurement signal obtained by receiving, through predetermined position measurement antennas, radio waves transmitted by the on-board unit; and an identifier registration unit which is configured to register the identifier included in the on-board unit transmission signal correlating with the position measurement signal as a permitted identifier when the position of the on-board unit, measured on the basis of the position measurement signal, is present within a prescribed defined communication region.
